Don't look new, lower Finger Lakes 'n Southern Tier, reapportionment is condemin' the area t' more poverty. No way'll upstate Republican leaders share their pork with those areas. Lookin' close y'find mosta the Southern Tier within Appalachia areas. Ontario 'n Yates ain't much better, an' other areas below the Thruway ain't too shiny either. New York State's dictator triumvirate divined these districts, your legislators agreed by bowin' three times toward Albany.
Here's gospel: Finger Lakes an' Southern Tier became poverty areas as industry payin' good wages left durin' the past forty years. Many losses were govmint leader's fault refusin' incentives, usin' industries as tax cash cows. Southern states gobbled 'em up with non-union help, low tax rates. Northern union's made impossible demands, senseless strikes, etc. Union leaders din't care 'bout workers losin' jobs, long's they kept theirs. Southern Tier always was depressed area. Corning, Inc., jumped lock, stock an' barrel inta fiber optics, over expanded an 'got burnt, havin' massive layoffs. Coupled with IBM layoffs the whole Southern Tier economy is headin' fer the pits! Gov. Pataki announced two motels comin' t' Watkins, which pay minimum wage. Guess it's s'posed t' replace loss of Shepard Niles skilled wages. He bragged 'bout enterprise zones, fergittin' Assembly Leader Silver hasta give permission after downstate gits their cut. Companies'll take benefits from enterprise zones, leave an' look fer another zone t' strip-mine, leavin' taxpayers with the residue!
Rules ain't changed fer poverty counties. Utica area is sufferin' since military took out Griffis. Watertown'd be a ghost town if Fort Drum weren't there. When big cities are included in rural areas representation they're first at the hog trough, with the muscle t' keep bein' fed. Biggies brag 'bout their great work as people move outta state fer good jobs! Seems welfare is only payin' business with remainin' taxpayers footin' that bill. Welfare don't pay much although it's got some good fringe benefits workin' stiffs don't git on minimum wage.
Where're we goin' on this? Quite frankly, boonie areas won't git diddley when the big city is factored in . Votes'll be bought, won't hear a peep fer boonie areas. County leaders'll play kissypoo with honchos knowin' legislators hafta kowtow t' New York State's triumvirate of power. They vote as told, or else! (See Bragman, Lombardi incidents).
Nuff sed? Don't think so. New York State reapportionment will cement boonie areas unemployment, high social service costs, etc. Big cities will come first, silencin' boonie areas' needs. Don't' believe it? Read the D&C article an' you'll find they're countin' pork already. Republican boss's of Rochester an' Syracuse an' Utica will dictate demands to three Congressmen, without regard to needs of poverty areas. State leaders have given boonies the ultimate "tough" term. Kohl, Kuhl, Houghton, an' others'll bow eastward, grateful their butt was saved! Sad!! This chaw's 'most outta juice it's been sed so often.
Prediction: Boehlert will need a map t'find Geneva; Walsh, whose a chip off the old block, will make sure the rich git richer. Houghton? Don't be s'prised if Monroe County's Republican honchos make sure he retires, this year! Nuff sed? Wait 'n see.
