TOWN OF MANCHESTER BOARD MEETING

The Regular meeting of the Manchester Town Board was held on Jan. 18, 2005. The meeting was opened by Supv. Eddinger at 7:00 p.m.
After approval of financial reports and review of correspondence the board took action regarding the CMWD - Extension No. 3 project Public Hearing. The board set February 8, 2005 at 7:00 p.m. at the Manchester Town Hall for the purpose of conducting a Public Hearing on the proposal to provide these water improvements
Other Water Issues Discussion: Supv. Eddinger informed the Board that he met with representatives from Canandaigua and Farmington in regard to the recent water main break in Canandaigua and the Boil Water Advisory that was issued. There was a problem with the notification of the advisory warning to the proper individuals and localities at the time of the break. Following discussion, it was decided that Canandaigua personnel would be working on a plan and an updated list to be compiled and provided to the various departments/municipalities for future use.
Highway/Water Supt. Report - Wayne Holtz reported the following:
-- The winter season has been going okay so far with plowing, salt and sanding.
-- Supt. Holtz asked the Board's approval to authorize him to place the order for the new truck, ½ ton Chevy pick up, as budgeted for. Brief discussion was held, and the Board asked for Wayne to obtain prices for a ¾ ton pick up prior to placing the order.
Zoning Officer Report - Steve DeHond reported the following:
-- Total permits issued in December, 2004 - Nine (9) with estimated construction costs totaling $16,000.
-- Mr. DeHond read the yearly summary report that was submitted in the correspondence of this meeting at this time, and informed the Board that the fire inspections have been caught up for the first time in several years.
-- The Board also authorized a truck purchase (2005 Chevy Truck as presented from state bid price of $19,818.45) for the Zoning Department. The purchase had already been budgeted for.
-- Septic Issue at 4316 Armington Road: The house has been empty for a year and it has recently been sold. The previous issue with the need to get the septic system repaired has never been resolved, therefore, Mr. DeHond is not able to issue a Certificate of Occupancy until the problem is taken care of. The new owner did say they would make the necessary repairs, but not completed as of this date.
      Other Business:
-- Deputy Clerk, Full-time, Pauline Mitzewich has recently retired from her position.. She has served the residents of the Town of Manchester for the past 13 years very efficiently, in a friendly and courteous manner. The Town Board expressed their gratitude and sincere appreciation to Pauline for her service to the Town of Manchester and wish her a Happy and Healthy Retirement.
-- Highway facility roof issue: Councilman Schaertl has looked into the roof structure in the highway facility and discussed possible issues that may be causing the condensation build-up. Discussion held, no Board action taken at this time.
