MANCHESTER TOWN BOARD MEETING
|
The regular meeting of the Manchester Town Board was held December 14, 2004. Supv. Eddinger opened the meeting at 7:00 p.m. After financial reports were approved Supv. Eddinger informed the Board that he met with Attorney Jeffrey Morris and was informed that Jeff would not be serving as Town Attorney after the end of March 2005, as he will be leaving the area. Supv. Eddinger and the Staff at the Town Hall have truly enjoyed working with Jeff through the past years, and he will be greatly missed. The Board will have to look into replacing the Town Attorney. Brief discussion was held, and the Board will have a recommendation at the Organizational meeting.
Correspondence was then reviewed including a letter submitted from Red Jacket Baseball League President, Shawn Pollock, regarding the project entitled "Field of Dreams", working on the possibility of expanding the little league fields that are currently at the Westplex Park in Manchester, and a copy of the letter that was submitted to Alfred Enterprises, Inc. owner of Rock Haven Mobile Home Park, from Clerk JoAnn Henry and Supv. Eddinger re: not renewing the park permit for the year 2005. There has not been any compliance with the several violations sited by the Town Zoning Office, and the NYS Department of Health.
Other General business included
-- Schoolhouse update: The grant funding that was offered for repair/replacement of the roof in the amount of $5,000 is a reimbursement grant, and the work needs to be done prior to receiving the funding. This issue will be discussed at the next meeting after paperwork submitted in the correspondence of this meeting regarding this funding is completed and returned to the Empire State Development Corp.
-- Project Updates - Joint Water Project: Farmington-Manchester to install the waterline to connect the Farmington waterline with the Town of Manchester waterline in the area(s) of Yellow Mills Road, parts of Hackett and Stafford Roads, interconnect at Mt. Payne and Hackett
Existing and proposed Tank Projects: A joint water tower to help with fire flows to serve the areas north of the Thruway in the Town of Manchester and Farmington. Approx. cost of $992,000. This project would not be a consideration at this time.
Water District Ext. No. 3: The district costs were reviewed and discussed and the board unanimously approved for Stuart Brown to proceed with the preliminary application to USDA for funding the CMWD Ext. No. 3 project.
-- Highway Supt. Report - the Board has approved for the Manchester-Shortsville School District to use the Town of Manchester salt facility with fees to be paid by the School District including cost and storage of salt and labor time for loading.
The board has approved and authorized for Supt. Holtz to order a truck: 6-Wheel truck/Dump box and plow equipment as presented from the State Bid price of $109,812.
-- Assessor's Report - digital photos of all properties continue with the aide of Stephanie, and Richard Combs; senior and Ag land exceptions renewals have been mailed out early; Assessor Bement will be out in the field for the next couple months to review the market documents and determine the final values for 2005.
Zoning Officer Report - Total permits issued in November were 16 with construction costs totaling $508,500; the fire inspections have been nearly completed. There are six remaining to be done in the Town of Manchester and still some remaining to be done in the village of Clifton Springs. Villages of Manchester and Shortsville are all caught up.
Other Business:
-- Councilman Schaertl briefly discussed the possibility of the water derby being held in April 2005. If the water derby is held, there will be more control than in the past. Councilman Davis suggested to have a type of retrieval in place if the derby is held.
-- The part-time court clerk position has been filled. After interviews with the candidates the recommendation was to hire Michelle D'Arduini of Manchester as of January 1, 2005.
-- The time and date were set for the 2005 Organizational Meeting for January 4, 2004 at 7:00 p.m. at the Manchester Town Hall.
The meeting adjourned at 8:35 p.m.
