MANCHESTER TOWN BOARD MEETING
|
The regular meeting of the Manchester Town Board was held August 9, 2005. Supervisor Eddinger opened the meeting at 7:30 p.m.
After approval of minutes and financial statements, and correspondence review the first board action was to approve the Town of Manchester, SEQR as lead agency for Extension No. 3 to the Central Water District. The Town Board has prepared an Environmental Assessment of the significance of and potential environmental impact of the proposed project. The project involves the construction of 52,240 feet of water main along portions of Gurnee Road, Short Road, Field Street, Wilber Road, Bedette Road, County Road 27, Thompson Road, Bunker Hill Road, Brown Road, County Road 25, and NYS Route 96. Water will be supplied to the new district by the City of Canandaigua and the Village of Newark. Code related issues: Supv. Eddinger informed those in attendance, that he will be reviewing the proposed code and changes later this meeting and following that review, a Public hearing date will be set.
Assessor's report - Assessor Bement updated the Board with the following information:
-- The Palmyra Assessor made contact with Assessor Bement to state her concern that there appears to be some properties along our mutual boundary line that are assessed in Manchester. Three homes appear to be within the bounds of Wayne County (Town of Palmyra). This same issue has surfaced in the past and it was left alone. Assessor Bement suggested to the Palmyra Assessor that if the Palmyra Town Board wanted to pursue changing this situation, they should contact their Town Attorney to produce whatever paperwork is legally necessary. Assessor Bement will keep the Board informed as to the decision.
-- The deadline for property owners to file their Small Claims for Article 7 petitions was 7/31/05. The Town has been served one residential Small Claims petition and three (3) article 7 petitions. One petition is from Prestige Communities contesting the values of three of their Parks. The second filing is from Clifton Park Associates and the third is from Palmyra Associates.
Zoning Officer's report - Code Enforcement Office, Steve DeHond, reported the following:
-- Total permits issued in July 2005 were 18, with estimated construction costs totaling approximately $133,240.00. Fees collected - $812.80
-- Septic issues. Steve DeHond had sent letters to two individuals regarding failed septic systems. As of today, one has been corrected; and the other should be corrected by the end of this week. Councilman Bolton informed the Board that he had received comments regarding the County doing septic system inspections, as discussed at prior meetings, and was advised not to go with the county for these inspections. No other discussion at this time.
Other Issues
-- Voting Issues Update. Supv. Eddinger informed the Board that the County is currently in the process of purchasing the new voting machines. Next year, the Election Inspectors will be County Employees and paid through the County. The Town will be charged back, but at this time, all issues regarding the Voting process are still being negotiated.
Code Review: - Steve DeHond reviewed the recent code changes/additions. Discussion was held about further need for revisions and Sup. Eddinger stated that the revisions suggested would be submitted to General Code to see if they can be made prior to the Public hearing meeting. If not, the Code will be presented as is, and a revision could be done after the adoption if needed. The Public Hearing on the "Code" will be held on September 27th at 7:00 p.m.
The meeting was adjourned at 8:35 p.m.
