MANCHESTER TOWN BOARD MEETING
|
The Regular meeting of the Manchester Town Board and Public Hearing regarding the 2006-2007 Fire District Contracts was held on November 7, 2005. Supervisor Eddinger opened the public hearing at 7:00 p.m. No community members were present to speak regarding the contract and Supv. Eddinger closed the Public Hearing at 7:04, and opened the regular meeting. The Board then unanimously approved the contract agreements for signature.
After approval of minutes and financial statements correspondence was reviewed including a letter from Bergmann Associates with an update on a meeting held regarding the Route 21 Underpass. Also included was a copy of the letter sent from Senator Nozzolio to Betsy MacUmber regarding the request for the traffic signal at the intersection of Route 96 and County Rd. 7, and the response from the NYSDOT and that the investigation is continuing with the request for establishing a speed limit on County Rd. 7.
Highway/Water Superintendent's Report - Supt. Wayne Holtz reported the following:
- The valve repairs have been completed on the Route 96 water main.
- The new truck is 95% completed. All other trucks are ready for winter.
- The crew has been working on the lawn restorations in the Extension No. 2 - CMWD which were not completed by the Contractor, Greg Smith.
Zoning Officer Report - Code Enforcement Officer Steve DeHond reported the following:
-- Total permits issued in October were 23 with estimated construction costs totaling $97,875. Fees collected - $945.60.
-- Willowcreek Mobile Home Update: Mr. Houle has recently paid the mobile home fees for the 2005 year permit, but has not yet paid for the 2006 year, which are currently due.
-- West Wind Mobile Home Park Update: There are currently some mobile homes that are being taken apart to be disposed of. Three will be removed.
Assessor's Report - Assessor Bement updated the Board with the following information:
-- The picture taking has resumed. Stephanie Norkus and Richard Combs have been around the Villages to complete those parts of the Town. They have to go back to some of the areas of the Township to complete the Town.
-- Stephanie Norkus has received her Notary Stamp and is now ready to provide notary service to the people of the Town.
-- Assessor Bement is proceeding with action on building permits provided to her by the Code Enforcement Officer. Determining new and/or additional value for construction on specific properties is Assessor Bement's responsibility in preparing the Town's 2006 assessment roll.
Other Business:
-- Transfer Station Discussion. The board has reviewed the cost of the operation of the transfer station, as compared to the income from the sale of the coupons; and the cost of the coupons has not been increased in several years; therefore the board resolved to approve and authorize the cost of the coupon to be increased beginning January 2, 2006 to be $28.00 as opposed to the current cost of $25.00.
-- There are several unpaid water bills for the quarter ending September 2005, and, as stated on the billing, unpaid Bills will be added to your county tax bill November 1st. The board approved that action and the 56 unpaid bills will be added to those property owners' tax bill.
After the Justice report was reviewed the meeting was adjourned at 7:40 p.m.
