MANCHESTER TOWN BOARD MEETING
|
The regular meeting of the Manchester Town Board was held December 13, 2005.
Supv. Eddinger opened the meeting at 7:00 p.m. After review and approval of minutes and financial reports the first order of business was to extend sympathy to the family of Mr. Joseph Wizeman. "We were very saddened to hear of the passing away of Mr. Joseph Wizeman. Mr. Wizeman has served as a member of the Zoning Board of Appeals for the past 35 years. The Manchester Town Board and town employees extend our condolences to his family, with a copy of this resolution to be forwarded to his family."
Farmington Water Discussion: Supv. Eddinger asked Jim Crane, Town of Farmington Water Supt. To address and update the Board on the proposed public water supply expansion. Mr. Crane presented and reviewed the map of the Town of Farmington proposed public water supply expansion project, which includes parcels in areas that border the Town of Manchester, such as a portion of Stafford Road and the remainder of Hackett Road. He also discussed the approximate costs that would be involved with the proposed water project, such as engineering services including the design of a water tower. Brief discussion followed including the number of homes that would be serviced by the expansion (approx. 700-800); and size of the water district project. (approx. 6 miles of waterline) and proposed for Farmington Water Dept. to do the installation, which would be a savings to the property owners. The draft agreement between Farmington, Canandaigua and the Town of Manchester is being submitted in the correspondence of this meeting, and will be reviewed at a later date, for possible approval at the January meeting of the Town Board.
Quality Communities grant funding update: The application for the Quality Communities grant funding has been completed and was filed on time. A committee will be needed to proceed when the funding is approved.
Zoning Map Update: Supv. Eddinger and Town Clark, JoAnn Henry met with Attorney Jeffrey Graff on Monday, Dec. 12th to discuss the requirements for proceeding with the update of the Zoning Map and the proposed changes that were made. The board then authorized scheduling of a public hearing for proposed local law entitled "Amending Portions of the Town of Manchester Zoning Map". The board wishes to solicit public comment. The Public Hearing is to be held on January 17, 2006, at 7:00 p.m. at the Manchester Town Hall.
Highway/Water Superintendent Report - Wayne Holtz reported the following:
-- Snow plow repairs have been minimal so far this year; the salt and sand is holding up okay for now.
-- The company that takes the Freon out of the refrigerators can now do that year round so if the Board wishes to do so, the drop-off of items containing refrigerants could be accepted throughout the year at the transfer station. The board proceeded to unanimously approve year round drop off of refrigerants at the transfer station.
Zoning Officer Report - Code Enforcement Officer, Steve DeHond, reported the following:
-- Total permits issued in November 2005 were thirteen (13); Fees collected $534.70; Estimated construction costs total: $111,895 .
-- Steve is still getting complaints regarding the odor from the Kraut Facility. Supv. Eddinger stated that at the time of the expansion of the Facility, the representative(s) Engineers(s) from the Kraut Facility informed the Town that the Kraut facility would be using other, new and improved methods to try to alleviate most of the odor.
-- Steve also informed the Board that he has been asked and agreed to be a part of the Committee for dealing with Mobile Home Parks Issues.
Other Business:
-- Brownsfield Discussion: Supv. Eddinger informed the Board that he and Councilman Schaertl have met with representatives from Economic Development and NYSDEC re: the old railroad yards, roundhouse site. Discussion was held regarding the pollution that was found in the area at a prior time, and the issue of petroleum that was also visible in certain areas around the site.
-- Planning & Zoning Board vacancies discussion: There are vacancies that will be in need of appointments for the 2006 year. There is a vacancy on the Planning Board for the position currently held by David Phillips, Chairman of the Planning Board; and two positions available on the Zoning Board of Appeals, due to the unfortunate death of Mr. Wizeman, and for Stuart Gwilt, who has agreed to take the position of Planning Board Chairman if the Town Board so chooses to make that appointment. All committee appointments will be made at the Organizational Meeting on January 3, 2006, 700 p.m.
-- Recognition and appreciation to Councilman Leonard Bolton: He has served the residents of the Town of Manchester for the past 20 years to the best of his ability, as an elected official, and has ably served as Deputy Supervisor for many years as well. Councilman Bolton will truly be missed by Board members and Town Employees and the Town Board hereby offers our heartfelt thanks and gratitude to Councilman Bolton for his 20 years of service, dedication and commitment to the Town Board and the Residents of the Town of Manchester. In recognition of his service, Councilman Bolton is to be presented with a plaque that expresses our gratitude and appreciation. Thank You!!!
-- Recognition and appreciation to Councilman Thomas Crowell: He has served the residents of the Town of Manchester for the past sixteen years to the best of his ability, as an elected official and has been very dedicated to the Residents and to the Town Board and has ably served as Deputy Supervisor for many years as well. Councilman Crowell will truly be missed by Board members and Town Employees and the Board hereby offers our heartfelt thanks and gratitude to Councilman Crowell for his 16 years of service, dedication and commitment. In recognition of his service, Councilman Crowell is to be presented with a plaque that express our appreciation and gratitude. Thank You!!!
-- Transfer Station Ticket Issue Update: JoAnn Henry, Town Clerk, asked the Board to reconsider the resolution which was approved at the last meeting to change the cost of the transfer station coupons from $25 to $28, due to the issue of needing to have to change readily available tickets in the Clerk's office. The board resolved to approve the rescinding of Resolution #147-2005, and approve to leave the cost of the transfer station coupon at $25.00 but to make a change in the number of punches on a coupon from 12 to 10, effective January 1, 2006.
