MANCHESTER TOWN BOARD HOLDS PUBLIC HEARING AND REGULAR BOARD MEETING


      On Jan. 17, 2006 the Manchester Town Board held it's regular meeting plus a Public Hearing for the purpose of establishing a local law amending portions of the Town of Manchester Zoning Map.
      The public hearing was opened by Supv. Eddinger at 7:03pm. Many residents were in attendance and were given opportunity for questions and answers.
      Supv. Eddinger noted that the proposed map changers were done in the best interest of the Community/and the Town of Manchester, for growth, development and maintenance of the Agricultural nature of most of the Town. There will be mistakes made, as some have been referred to, and those issues will be brought forth after the initial process of the adoption of this proposed zoning map is completed. If the Board wishes to make changes after the adoption of this proposed map is completed, Supv. Eddinger will ask that they hold a meeting in Port Gibson for the residents in that area. If that occurs, the property owners will be notified by mail. The purpose to get the zoning map updated with changes/amendments, as stated earlier, was the comply with the Comprehensive Plan and the new updated Code. The process followed for completing the Comprehensive Plan and the code revisions took 2-3 years, and several meetings of Boards, and other Committee members. He further noted that if anyone is requesting the Board to reconsider the change that is being proposed on his map, they were asked to attend the next Board meeting, February 14th, 7 p.m. and/or put the request in writing.
      At 8:30 p.m. the public hearing was closed and the regular meeting was opened.
      Highway/Water Superintendent's Report - Wayne Holtz reported the following:
      -- The crew has been working on signs, cutting brush and trees along the right of way.
      -- the fuel costs continue to rise.
      -- a lot of salt and sand is being used so far.
      -- a request was received form residents on Turner Road asking if deer crossing signs could be put up. Super. Holtz informed the Board that the cost for 2 signs to be installed would be $231 plus approx. $95/labor. Discussion was held, and no Board action was taken at this time.
      Zoning Officer Report - Code Enforcement Officer, Steve DeHond, reported the following:
      -- Total permits issued in December were 5 with estimated construction costs totaling $158,300.
      -- Don Eastman has completed nineteen (19) fire inspections.
      -- Mr. DeHond submitted and read the zoning office report for the year 2005.
      Assessor's Report - Shirley Bement updated the Board with the following report:
      -- The Assessor, Shirley, and Assessor's Aide, Stephanie Norkus, continue to accept new and renewal exemptions applications/forms; and also continue to add new construction values to properties.
      Other business:
      -- Councilman Gallahan has checked with Ken McCallister from the Town of Phelps, regarding the town barn ceiling, and discussed the water problem/issue with him that they have been dealing with. He will review the situation in the Manchester highway facility and continue to pursue with possible solutions.
      -- Councilman Phillips has been checking into developing a website for the Town of Manchester.
      -- Councilman Schaertl asked if there was any new information re: the Route 21 underpass. Steve DeHond had received a memo re: a public information meeting that will be held on January 25th at the Red Jacket School Auditorium to discuss the proposed removal of the Ontario Central Railroad bridge.
      -- Councilman Davis has been checking into the cost analysis for a postage meter machine to be used at the Town Hall. This was looked into several years ago, and it was not cost effective at that time.
      With no other business, the meeting was adjourned at 9:45 p.m.
