MANCHESTER TOWN BOARD MEETING


      The regular meeting of the Manchester Town Board was held at the Port Gibson Fire Department Building (site change published) and Supervisor Eddinger opened the meeting at 7:30 p.m.
      Following approval of the supervisor's monthly report and the Town Clerks monthly report, correspondence was reviewed including:
      -- Letter from Tom Lichtenthal, P.E., Sr. Project Engineer of Bergmann Associates re: Design Approval for the Ontario Central Railroad Bridge over NYS Route 21 in Manchester. Construction estimated for spring of 2007. Supervisor Eddinger attended a meeting regarding the Route 21 underpass, and at the meeting the Villages were informed that new street lighting could be apart of this project. The Town has 7 street lights in that area, and each Village would like to have consistent street lighting along that area. There are several designs to choose from and are costly. The Town will consider this issue when a specific design is determined, and the cost is known. This decision of street lighting needs to be determined by July 1st, to get it included with the project.
      -- Mayor Bruce Miles' letter to Supervisor Eddinger re: Village of Manchester Community Development Strategic Plan - Copy is available for review.
      -- A Copy of the Zoning Map to be discussed, revised and presented or Public Hearing (Board action taken later this meeting).
      The Board then entered discussion with interested parties on the zoning map review for the Port Gibson area and approved changes to be made to the Zoning Map to be submitted to the County Planning Board for review. Upon receiving determination/approval from the County Planning Board for the proposed changes/amendments to the map; it will then be submitted to the Town Attorney; and then proceed and set a public hearing for the "Proposed Zoning Map, as Amended."
      Highway/Water Superintendent Report - Wayne Holtz reported the following:
      -- The Highway CHIPS funding was up this year from $73,952 to $84,110.
      -- The cost of oil is continually increasing. It has gone up 25 cents a gallon within a week.
      -- Wayne had to cut the highway budget and is not hiring any summer part-time highway help.
      -- Hill Cumorah Facility has requested to purchase water from the Town of Manchester, as has been allowed in the past, to get the facility grounds prepared for the Pageant. They have their own equipment to obtain the water from the hydrant, and Superintendent Holtz will meter the use to do the billing.
      Zoning Officer Report - Code Enforcement Office Steve DeHond, reported the following:
      -- Total permits issued in April 2006 - 23; fees collected $611.20; estimated construction costs total: $99,970.
      -- Don Eastman has completed nine fire inspections in the Town and Villages during the month of April.
      -- All mobile home park fees have been collected for the 2006 year.
      -- A new cell tower has been approved by the Planning Board, Verizon Wireless, to be installed on the King Road property.
      Notification of a Ribbon Cutting Cemetery for the Shortsville Meadows Apartments on East Avenue) was received. Ceremony date & time: Tuesday, May 23, 2006 at 10 a.m.
      Assessor's Report - Assessor Shirley Bement reported the following:
      -- The town's 2006 tentative assessment roll has been filed with the County. The tentative change is from $313.8 million to $318.2 million. This is based on the taxable value. The numbers are subject to change based on the grievance board review, and on prior review by Assessor Bement. Approx. 400 change notices were sent out. To date there have been twelve inquiries.
      Other Business
      Roundhouse Meeting: Supv. Eddinger [attended] a meeting on Friday, May 19th with Roberta Hutchinson, IDA; DEC representatives, and Consultants to discuss the possible solutions for getting the property cleaned up.
      The meeting was adjourned at 9:00 p.m.
