MANCHESTER TOWN BOARD
|
The regular meeting of the Manchester Town Board was held August 8, 2006 at the Manchester Town Hall. The meeting was opened at 7:35 p.m., after a brief public hearing concerning Amending Portions of the Town of Manchester Zoning Map.
The proposed Amendment to the Zoning Map was unanimously approved as Local Law No. 2 of the year 2006. The board then reviewed financial reports and correspondence which included:
* Thank you letter to Steve DeHond for the hard work done in evaluating the damage done to private property in Tioga County during the recent flood event.
* Letter from Ed Varno, Ontario County Historical Society Executive Director, notice for the Fall Fund Raiser - Tour of Bans, '06.
* Steve DeHond's letter of response to Steve Gardner re: request for temporary permit, permission to crush cars. Mr. Gardner has three (3) months to get the property cleaned up, as per letter.
At this time Mr. Chris Nill addressed the Board. Mr. Nil had submitted an update to the Board members on the status of the Manchester Gateway" Pedestrian/Bicycle Pathway System TEP application to the NYSDOT for their review. Mr. Nill briefly reviewed the funding status with the Board and is currently requesting a funding contribution from the Town of Manchester for their support of the project. This project is currently No. 4 on the NYSDOT list for funding. There are usually 3-4 projects approved for funding, depending on the available funds. This pathway would definitely be a benefit to the community. It would provide essential safe and convenient pedestrian/bicycle access to numerous trip destinations in the Manchester area, thereby supporting local retail trade and greatly enhancing tourism potential, real estate values, and the prospects for meaningful economic development in our community. Consequently the funding contribution request was unanimously approved by the Board in the amount of $6,000 cash and force account labor from the Public Works dept with a monetary value of approx. $10,000.
Highway/Water Supt. Report - Supt. Wayne Holtz reported the following:
-- The Farmington Water Dept. broke a water main on Co. Rd. 28 twice last week. The water service to the Town of Manchester was diverted through the Fox Road main. There were no problems for supply but there could have been if the fire flows were needed, that is a prime example of why the Town needs a water tower.
-- The crew has been trimming brush, working on culverts and ditching.
Zoning Officer Report - Code Enforcement Officer Steve DeHond reported the following:
-- Total permits issued in July, 2006 were 28, with estimated construction costs totaling $338,425.00. Fees collected were $1,531.00
Assessor's Report - Assessor Bement updated the Board with the following information:
-- The Governor signed into law on 6/30/06, a School District Property Tax Rebate (in conjunction with STAR). By October 31, 2006 the State Dept. of Tax & Finance is required to rebate $115 to an individual owner/occupant of a one, two or three-family dwelling, and $230 to a multiple owner residence. The seniors of the same criteria will receive 1/67% of the same amount. The qualifiers will be based on the STAR qualifiers as of 3/1/06 on each of the many assessment rolls produced in the NYS. Assessors are required to generate a list of those STAR recipients within Manufactured Home Communities so they receive the Tax Rebate also. This Statute had no end, as of today.
Other Business:
-- Roundhouse Update - Supervisor Eddinger informed the Board that he County is looking into a plan/and commitment for the clean-up of the Roundhouse (located in the Village of Manchester), and the possibility of making the Red Jacket Community development Corporation the lead agency for the project.
-- Tree, Shrub and Brush Issue: Councilman Gallahan is waiting for a proposal from a local contractor regarding the pick up and disposal of debris. Information will be presented when it is received.
-- Fuel Alternatives Update: Councilman Philips has been looking into fuel alternatives, and has contacted approximately 18 places that manufacture bio-diesel. One company informed the Councilman that agriculture is a large user of the bio-diesel products. A market demand for the product would have to be demonstrated prior to being able to expand into this area. Councilman Phillips will continue to investigate options for the Town. Updates will be given as they are received.
-- Website Info: The County may be obtaining grant funding for a County website, and if it is approved, the municipalities within Ontario County will be able to be a part of that site.
With no other business before the Board, the meeting was adjourned at 9:10 p.m.
